Our cooperation with the Ministry of Economy and Finance

The Ministry of Economy and Finance of Madagascar is interested in enabling investors, especially SMEs, to apply for secured loans to drive economic development in the country.

The project, set up for the Ministry of Justice of Madagascar, is financially supported by the
IFC, part of the World Bank Group, to promote economic growth in Madagascar through
greater transparency in the credit system

Part of this initiative was the design, development and implementation of a central e-guarantee registry. This enables the Government of Madagascar to facilitate access to credit, especially for small and medium-sized enterprises

Challenge

  • Cultural differences led to communication barriers and a lack of understanding of local
    business practices, which hampered the success of the project.
  • Infrastructural realities in Madagascar also posed a challenge, making it difficult for team members to collaborate effectively and coordinate their efforts.
  • In addition, there are a number of laws and regulations in Madagascar that must be adhered to when implementing a project, which was somewhat difficult, especially for foreign companies.

 

Despite these challenges, the IT project was completed on time, within budget and to the
satisfaction of all involved

Development of the National Company Register - RNE

Our cooperation with the CRNE

The CNRE is a new public authority, having taken full responsibility for the management of the National Trade Register in Tunisia, previously overseen by the Ministries of Justice and Economy in Tunisia.
The centre is responsible for entering and managing the metadata of all businesses, companies, organisations, NGOs, liberal professions, etc. created and established in Tunisia. It is the country’s central business database, through which all requests for changes must pass.
As part of the digital transition underway in Tunisia, the National Business Register plays a central role in this ecosystem, involving ministries, private companies and public institutions, and aiming to fully digitalise all processes.

Goals

  • Digitalising and securing all administrative processes and formalities: company registration, digitisation of official documents (secure QR codes, electronic signature), online payment of fees, validation process through to publication of all information relating to the economic fabric.
  • Guarantee 24/7 access to online administrative services, with real-time monitoring of procedures.
  • Automatically centralise the data entered by citizens/agents/registrars, making it easier to find information on companies/organisations on the register.
  • Minimise processing time and related administrative costs.

Challenges

  • Long queues at counters and frequent journeys to complete administrative procedures are major sources of frustration and dissatisfaction for citizens and entrepreneurs in Tunisia.
  • The complex manual processes involved in setting up and running a business lead to inefficiency, slowness, errors and considerable costs (paperwork, etc.).
  • The technical challenges associated with the Tunisian authorities’ IT infrastructure, which is often obsolete, need to be overcome.

Together with our IT partner think tank Business Solutions, we have succeeded in designing and setting up one of the most efficient and complex IT system in the eGov Environment since 2008, which is the Business Corporate Registry of Tunisia.
